Younger elves looking to restore the "power of old" by returning to the old Deities.
They believe the return will stop the ground shakes and any further rain of fire.
That if the older elves continue to seek to dominate the land as non-belivers then there will be stronger earth shakes and rain of fires to come. Only the old dieties can shield the land
